HUD Green PNA- Get the facts

As you are likely aware the Office of Capital Improvements at HUD that administers the Capital Fund has been developing and testing a new Physical Needs Assessment (PNA) tool. The development work has been completed and the tool is now available for PHAs that want to begin their PNA. Unlike the past, this PNA will be submitted to HUD through the new software developed. No longer will PHAs have to print reports and send them to DC, now you will just press a few buttons and you will be in compliance. However, before one can upload data to the government, data must be entered.

Another difference between PNAs of the past and the PNA required to complete the new tool is that an Energy Audit must be completed as part of the report. In the past, a recommendation of energy conservation measures that could be installed at the property was not an aspect of the PNA. However, the two reports have been combined to create a Green PNA.

Completion of the Green PNA is required for all housing authorities by the end of 2013. The precise due dates for submission of the PNA have not been published, however, it will be due before the end of next year. HUD has promised that the final rules for completion of the Green PNA will be published by January 2013 and that due dates for the new PNA would be due no earlier than 120 days after the effective date of the rule. It is anticipated that the final rule will require that all data for the PNA and Energy Audit portions for the Green PNA will come from reports completed within the past two years.

HUD has put out the information for the GPNA’s regarding when the rule is coming out and when the GPNA’s are suppose to be done! Here is the excerpt…

“As of July, 2012 the rules are both in the final rule-making process and are expected to be published as final rules in the fall of 2012 for immediate implementation by PHAs over the ensuing one year period with due dates based upon fiscal year end dates.”

HUD’s new PNA Tool!

Each year PHAs are provided over $2 billion in Capital Funds for modernization or development projects, however HUD currently has no assessment tool to measure the benefit of these funds. The PNA tool will focus on long-term planning instead of short-term needs, allowing PHAs to plan for a term of 20 years.

What Does HUD Expect From You?

  • Project-Based Strategic Planning of your inventory, including:
    Sustainability
    Marketability
    504 Compliance
  • Incorporation of Energy Audit strategies into your PNA
  • Annual updates of the PNA reflecting capital funding expenditures

How Should you Prepare?

Plan ahead… Will you source your PNA through an existing contract or release a RFP? Make sure you give yourself enough time to meet the mandated deadline.

Pick a consultant who has experience… with PNAs, HUD, and Energy Audits!  Much of the PNA process is rooted in being able to evaluate the “Remaining Useful Life” and replacement/repair cost of your materials and systems. Choosing the right consultant will provide the most accurate and comprehensive assessment of your properties.

Have a vision… Now that you will be planning for the long-term, envision the ultimate goal for your housing portfolio. Working backwards from this vision will help you decide where to invest your resources first.

Take a holistic approach… With the requirement of incorporating current Energy Audit data into the PNA, selecting one consultant to complete both the Energy Audit AND the PNA will save you money and ensure the integration of your preferred sustainable strategies into the PNA.

Great News For US and YOU! The New Green PNA Tool..

We are ONE of the handful of consultants who are working with HUD to Beta Test their software. HUD unveiled this PNA Tool to Beta Testers only so everything we learn about this NEW and EXCITING product we will be posting up to date material on this blog!
You may be asking what is the New Green PNA Tool?
Well, in short, the new HUD PNA Tool, which was developed by HUD over the past 2 years, is software designed to identify the capital needs that a Housing Authority will need to budget over the next 20 years. The results of this PNA analysis will be uploaded to HUD every year starting in 2012. This new HUD software is very flexible and has the ability to “plug in” sustainable “Green” issues such as low-flush toilets, high efficiency luminaries, solar hot water heating, and photovoltaic systems as alternates to “replacing in kind.”
So in all this is a great new development to the Housing Authorities all over!

What is a PNA?

PNA is a Physical Needs Assessment:
–designed to provide an inventory of outstanding maintenance issues and short-term capital item replacements;
–to develop a 5-year Reserve Replacement Schedule; and to establish a maintenance-monitoring baselines.
PNA’s are an excellent way for a current or potential building owner to target minor and major problems, code violations, and update opportunities, in order to help make their property functional, safe, and aesthetically pleasing.
