As you are likely aware the Office of Capital Improvements at HUD that administers the Capital Fund has been developing and testing a new Physical Needs Assessment (PNA) tool. The development work has been completed and the tool is now available for PHAs that want to begin their PNA. Unlike the past, this PNA will be submitted to HUD through the new software developed. No longer will PHAs have to print reports and send them to DC, now you will just press a few buttons and you will be in compliance. However, before one can upload data to the government, data must be entered.
Another difference between PNAs of the past and the PNA required to complete the new tool is that an Energy Audit must be completed as part of the report. In the past, a recommendation of energy conservation measures that could be installed at the property was not an aspect of the PNA. However, the two reports have been combined to create a Green PNA.
Completion of the Green PNA is required for all housing authorities by the end of 2013. The precise due dates for submission of the PNA have not been published, however, it will be due before the end of next year. HUD has promised that the final rules for completion of the Green PNA will be published by January 2013 and that due dates for the new PNA would be due no earlier than 120 days after the effective date of the rule. It is anticipated that the final rule will require that all data for the PNA and Energy Audit portions for the Green PNA will come from reports completed within the past two years.
